In line with the new Judicial Regime and Charter of the University of Macau, the new recruitment procedures of the Rector and Vice Rectors will soon begin, so that the spirit of the University Charter revision can be fully reflected in the operation of the University.

In the area of personnel, the new “Judicial Regime of the University of Macau”, the new “Charter of the University of Macau” and its “Internal Regulations” have the following stipulations regarding the posts of the Rector and Vice Rectors:

1. The Rector shall be recruited and recommended by the University Council for appointment by the Chief Executive, and the maximum term of appointment shall be five years, which may be renewed (Items 1 and 2 of Article 28, the Charter of the University of Macau).

2. The Vice Rectors shall be recruited as defined by the Internal regulations (Items 2 and 3 of Article 2, Regulations of the Organizational Structure of the University of Macau), and be recommended by the Rector to the University Council for appointment for a maximum term of five years, which may be renewed (Items 3 and 4 of Article 30, the Charter of the University of Macau).

3. The remunerations of the Rector and the Vice Rectors are no longer subject to the maximum established for public administration, but to be determined by the Chief Executive. (Items 3 and 4 of Article 11, the Judicial Regime of the University of Macau).

The new requirements are different from the old system under which the Rector and Vice Rectors were appointed by the Government for one or two-year term, and will have significance in the continuity of development of the University.

The new terms of office of the Rector and Vice Rectors will begin on September 1, 2008 for five years. According to the sequence of events, the post of the Rector should first be decided so that the person could participate in the recruitment of the Vice Rectors. Since these recruitment procedures are time consuming, the University will shortly invite qualified persons from Macao and elsewhere to apply for the post of Rector, to be followed by the recruitment process for the Vice Rectors in due course, in order to make sure that by September 1, 2008, the full team of Rector and Vice Rectors under the new terms of service will be in place to lead the University.

The Selection Committee which reports to the University Council will be responsible for the recruitment of the Rector’s post. The Committee includes 6 University Council members, 3 scholars of international academic standing who have been presidents of renowned universities and are familiar with higher education in Macao, Hong Kong, Taiwan and the Chinese Mainland, and a senior academic of the University of Macau. The University Council will take a deliberate, fair and objective attitude in executing its recruitment responsibility for the public good of the University and the Community of Macao.
