Introduction

The Human Resources Office (HRO), is located in the Silver Jubilee Building, JLG4. It has 2 subordinate sections - Human Resources Services Section (HRS) and Human Resources Development Section (HRD). The HRO undertakes responsibilities in the scope of human resources management and quality management of the University, the main duties are as follows:

  1. To coordinate the allocation of human resources to various units, and review the needs for allocation in the light of UM's development;
  2. To provide staff training and development to ensure that the abilities of the staff keep pace with the University's needs of human resources;
  3. To assist in the administrative process of staff recruitment, appointments, promotions, transfers in accordance with the Personnel Statute of UM;
  4. To handle affairs related to staff benefits, including absences, subsidies and leaves;
  5. To assist in setting and executing disciplinary processes and mechanisms for complaints and appeals to resolve personnel conflicts;
  6. To set principles, standards and procedures for general administrative measures;
  7. To promote quality management in the University's administration that meet the international standards of quality management;
  8. To give advice on revision of the Personnel Statute of UM.

 

Human Resources Services Section (HRS) holds the responsibilities of delivering high quality services in staff recruitment, employment, placement, compensation and benefits. HRS comprises 2 functional teams: the Recruitment and Appointment Team and Compensation and Benefits Team.

  • The Recruitment and Appointment Team (R&A) is responsible for academic and non-academic staff recruitment, including manpower planning, advertisements, selection, appointment, orientation, as well as the provision of assistance in the applying work permit. It aims to provide the most efficient and professional services of getting high quality personnel, so as to match with the University's development;
  • The Compensation and Benefits Team (C&B) is responsible for employees' compensation and benefits, including the provision of data for payroll, management and administration of P-fund, medical benefits, different types of subsidies and leave.

Human Resources Development Section (HRD) holds the responsibilities of promoting the well-being and excellence of the University through learning and development. The HRD section comprises 2 functional teams: the Staff Maintenance and Development Team and the Policy Development and Quality Management Team.

  • The Staff Maintenance and Development Team (SMD) is responsible for staff performance review on promotion, appointment and renewal of contracts as well as employee relations, training and staff activities. It aims to ensure that the abilities of staff keep up with the University's human resources needs and their strong sense of belonging is maintained;
  • The Policy Development and Quality Management Team (PDQM) is responsible for development and revision of personnel stipulations, e.g. regulations, rules and guidelines, coordination of performance appraisal, organization of staff award for administrative staff, as well as the arrangement and promotion of quality management in the University's administration.
